Kate Yestremski – Amsterdam Student, asked the Board to institute a policy regarding allowing service dog in the District for students who have been approved to have them.

The meeting adjourned at 7:27 pm and entered into executive session.  Executive session adjourned at 8:48 pm and reentered regular session. On the motion of Gavin Murdoch the meeting adjourned at 8:53 pm.

Whereas: the extension of the contract with The Abbey Group is permitted by Section 305 subdivision 14 of Education Law and Section 114.2 of the Regulations of the Commissioner of Education and Section 210.6 Part 7 of the Consolidated Federal Regulations for a one year period at the consumer price index for urban (CPI-U) in the New York – Northern New Jersey area for the 12 months immediately preceding the month in which the contract ends and

Whereas: the consumer price index for urban (CPI-U) in the New York – Northern New Jersey area for the 12 months immediately preceding the month in which the contract ends with The Abbey Group is  1.5% therefore be it;

CITY OF AMSTERDAM 

To Ann C. Phelps, Tax Collector of the Enlarged City School District of the City of Amsterdam, New York, pursuant to the provisions of the Real Property Tax Law of the State of New York being Chapter 959 of the Laws of 1958 constituting Chapter 50-A of the Consolidated Laws of New York and acts amendatory thereof and supplementary thereto, you are hereby commanded:

  1. To collect school taxes in four installments on all taxable real property in the Enlarged City School District of the City of Amsterdam, New York in compliance with Section 1326 of the Real Property Tax Law of the State of New York, in such amounts as appears on the attached tax list and in the total amount of $20,875,122.00 twenty million eight hundred seventy five thousand one hundred twenty two dollars and zero cents, and to return this warrant in the manner provided by law within twenty days after the date on or before which the last installment of taxes are to be paid.

  2. Immediately cause a notice, in compliance with Section 1324 of the Real Property Tax Law, to be published in the Amsterdam Recorder, a newspaper having general circulation in said Enlarged City District, at least twice, stating that a warrant for the collection of taxes has been received by you, that taxes will be due and payable and that you will receive the same as follows:  

SCHOOL DISTRICT taxes for the fiscal year commencing July 1, 2019 and ending June 30, 2020 by resolution of the Board of Education of the Enlarged City School District of the City of Amsterdam, New York are to be collected in installments, which are due on the following dates:

First Installment On or before July 31, 2019
Second Installment  On or before October 31, 2019
Third Installment On or before January 31, 2020
Fourth Installment On or before April 30, 2020

If any installment of taxes is paid on or before the date when due, no interest shall be charged thereon; if not so paid, interest shall be added to the amount of any such installment at the rate of two per centum for each one-month, or part thereof, as defined in subdivision Three of Section Thirteen Hundred twenty-eight of the Real Property Tax Law until such installment is paid or until the return of the warrant by the collecting officer, whichever shall be sooner.

The amount of such interest shall be included in the redeemed part of the amount of the unpaid tax.  All taxes remaining unpaid after the return of the warrant by the collecting officer to the appropriate municipality shall be subject to collection, interest and any other fees added to unpaid amount as prescribed by such municipality.

This warrant for collection of taxes expires on April 30, 2020.

No installment of taxes may be paid until the prior installment(s) of taxes due have been paid including any and all interest added for late payment.

  1. To mail notices to all taxpayers which must set forth the amount of state aid which is estimated the Enlarged City School District of the City of Amsterdam, New York will receive during the fiscal year for which the tax is levied, together with your name, address and post office address.

  2. To deliver or mail tax receipts for all taxes paid to all taxpayers having paid same.

  3. To collect interest on all installments of taxes paid after the due dates for each installment in compliance with Section 1326 of the Real Property Tax Law.

  4. After the close of business on April 30, 2020 the collecting officer of the Enlarged City School District of the City of Amsterdam, New York shall make and deliver to the School authorities thereof her statement of unpaid taxes subscribed and affirmed by her as true under the penalties of perjury, in the same manner and with the same effect as provided in sub-division 1 of Section 1330 of this chapter.  All school taxes collections and warrants, within twenty (20) days after their return by the collecting officer shall be filed in the office of the Clerk of the Enlarged City School District of the City of Amsterdam, New York.

  5. To turn over to the Enlarged City School District of the City of Amsterdam, New York treasurer all monies collected by you not later than the business day next following their receipt.

  6. The total assessed value of real estate assessed in the Enlarged City School District in the City of Amsterdam, New York, against which school taxes are levied is $587,116,465.00 or five hundred eighty seven million one hundred sixteen thousand four hundred sixty five dollars and zero cents.

  7. This warrant is issued by the Board of Education of the Enlarged City School District of the City of Amsterdam, New York, Montgomery County, New York, pursuant to authority of Article 13 of the Real Property Tax Law of the State of New York.  Given under our seal and hand this 19th day of June 2019.

The Day Program Tuition fee shall be $53,471.00 per student, per 10 month school year, and $8,912.00 per student,  per 2 month summer school session prorated and billed monthly, based on tuition rates determined by NYSED for the 2019-2020 school year, upon review by the school attorney. RESOLVED:    that the Board of Education approve an overnight trip for eight days to Front Royal, Virginia, Saturday July 6, 2019, through Saturday, July 13, 2019 for the Amsterdam JROTC Drill Team.  The students will be at the Randolph-Macon Academy to explore in the professional fields of Cyber Security. Transportation, Meals and Lodging will be paid for by the Marine Corps. There will be no cost to the district. It is understood that due to world or local events beyond our control this trip may have to be cancelled on short notice and that refunds of money may not be possible.

WHEREAS:  Ivy Dulysz was selected to perform in the Area All state Concert Band based on her Excellent NYSSMA score of 93, and
WHEREAS: Tim Kruger after a highly competitive audition against many singers in the Capital District, Tim was selected to perform on TV channel 6 Melodies of Christmas at Proctors Theatre and
WHEREAS:  Bailey Isolda was selected to sing in the Area All State Mixed Choir based on her excellent NYSSMA score of 97.
RESOLVED: that Austin LeVoy, Ivy Dulysz, Tim Kruger and Bailey Isolda are to be congratulated for their outstanding accomplishments, musicianship, and high level of enthusiasm and skill.
