Creating a safe and welcoming learning environment for students is a top priority in the Greater Amsterdam School District (GASD). Through strong security practices, relationship-building, and collaboration, the district has seen a significant decrease in student conflicts and referrals.
At Amsterdam High School alone, referrals are down by 1,746 from the 2023-24 school year.
“School safety is not just policy—it’s about creating an environment where students and staff members feel safe and supported every day,” said Superintendent Richard Ruberti.
For many students, school may be the safest place for them, and these efforts ensure that every student can focus on academic success in a safe and nurturing learning environment—one that will remain a cornerstone of the district for years to come, he said.
At the forefront of these efforts is Ken Cooper, the district’s Director of Security and Safety, whose leadership and vision have strengthened school safety policies. From cutting-edge security technology to staff engagement, these initiatives have transformed the district’s approach to school safety.
“Human beings like to be proactive rather than reactive,” Cooper said. “The more prepared we are, the safer we all feel.”
Districtwide Security Initiatives
Managing safety operations across all six school buildings
Providing emergency response and lockdown training for students and staff
Coordinating with principals to address security concerns at events, entrances, and exits
Working with security officers and custodians to ensure doors and windows remain locked and secured
Enhancing first responder access with numbered building fronts and lockboxes, allowing quicker, more efficient entry during emergencies
Regular lockdown and fire drills, followed by extensive debriefing with administration and additional staff to assess areas for improvement
Ongoing security upgrades, including new doors at the middle and high schools
Strategic security camera placement to maximize coverage and monitoring
New portable metal detectors for sporting events and large gatherings, expanding safety beyond the classroom

Yondr Pouches – Limiting cell phone use during school hours, reducing social media conflicts and distractions
Staff Presence and Greetings – Fostering a welcoming environment by having administrators and security staff personally greet students each morning
Collaboration Between Security & Administration – Ensuring teachers can focus on instruction while maintaining a safe environment
Relationship Building – Encouraging security officers to build strong relationships with students so they feel comfortable reporting concerns
Conflict Resolution– Giving students space and time to de-escalate, while showing respect and empathy
“This is a team effort. The administration, hall monitors, security officers—everyone plays a role in making our schools a safe and welcoming place. We’re all working together to ensure students can focus on learning without worrying about their safety,” Cooper said.
Despite significant improvements, challenges remain—such as budget constraints for replacing security equipment. However, the district remains committed to enhancing security while maintaining a welcoming school environment.
