Dear GASD Community,

Each year, the New York State Education Department (NYSED), under the Every Student Succeeds Act (ESSA), is required to identify the support model for every K–12 school and district in New York State. The support model determined through the ESSA accountability system is crucial to ensuring every student gets the support they need to succeed, promoting fairness, and preparing students for a bright future.

We are writing to inform you that Raphael J. McNulty Elementary School has been identified for the Superintendent Receivership support model for the 2026–2027 school year, based on our 2025–2026 school year results. This indicates that our school would benefit from additional support and resources based on our performance in the 2025–2026 school year in areas such as Academic Achievement, Student Growth, and Chronic Absenteeism. Under this designation, the Superintendent serves as the Receiver and is granted additional authority to improve academic performance and meet the mandates of this law.


As part of the Superintendent Receivership support model, we will receive funding, resources, and additional support from the state and district to help improve student outcomes. This is an opportunity to enhance student performance and work towards excellence.

There will be a public hearing on Monday, February 23, 2026, at 5:00 pm at McNulty Elementary to discuss Superintendent Receivership and to answer any questions.
